In the US, it's called an "Amendment". There are two ways of proposing one:

The first way is to have at least two thirds of the state legistatures pass a bill requesting a "Convention" to change the Constitution. It hasn't ever happened yet.

The second way is for each house of Congress to pass a proposal by two thirds majority.

Once the amendment is proposed, there are, again, two ways of ratifying it:

First, each state has a special convention (each state makes its own rules for how that works), where people get together and decide to pass it or not. This has been done exactly once- the 21st Amendment, which repealed Prohibition.

All other amendments have been done the second way- the proposed amendment must be passed by the legislatures of at least 3/4 of all states. So right now, it would be at least 34 states.
