first you have to take off the mirrors. peel the rubber off of the trim and you will see 3 screws that need to be removed. after the mirror is removed, the screw that holds the windshield adjuster is removed. then pop/pry the dash off of the studs that are there. do the other side and the dash plastic will come off. you don't need to remove the windshield. if i remember correctly, there are 4 screws that remove the instrument cluster. if you unscrew the speedometer cable, you will have more space to get to the lamps. the lamps just pull out of the sockets in the back of the instrument panel. the lamps can be bought at any auto parts store because they are the same lamps that are in the instrument panels of cars. they can even be bought at wal-mart.
