You will have to take the dashboard out to replace the bulbs. To do this:
Remove the steering wheel and column covers.
Pull the cable out of the speedometer from the transaxle.
Remove the swtich hole covers.
Take off the switch electrical connectors.
Take the screws off of the instrument panel and pull it away from the dash.
Remove the cluster fasteners.
Pull the cluster out far enough so you can reach the electrical coupling. Squeeze the tab and take the connector loose.
Sqeeze the tabs on the speedomet cable and and separate it from the cluster.
To replace a bulb rotate the plastic bulb holder counterclockwise and pull it from the back of the instruent cluster.
Remove the bulb from the holder and replace.
This is a tedious job and static electricity can ruin the printed circuit. TAke it to a garage.
Check the grounds on headlights
check the fuse for the tail lights, usually they are inter-connected.

It can be done but it would not be cost effective. Better just purchasing another 1995 Escort with a standard transmission.
Have you checked the rear bulbs to see if they are out? If not then it is probably not what that means.
Remove the two screws that hold the lens on, remove the lens and change the bulbs.
The same way you change the engine squirrel. There is no transmission belt.

When changing the lights on a 1995 Acura Integra remove the dash on the center console and pull it off. Remove all the accessories and reach the old bulbs. Replace the bulbs.
