It depends on what kind of hardware you have. There is no direct upgrade from 98 to Vista. You'll have to basically format the drive and do a clean installation.
Yes, a Microsoft Windows XP installed compuer can be replaced with Windows 98. By, following these instructions: (Print this web-page out, so that when you get ready to get rid of Microsoft Windows XP and replace it with Microsoft Windows XP you will know what to do) 1.) First, make sure that you have Windows 98 CD-ROMs. If you don't you can order some via TigerDirect.com. 2.) Anyway, if you do have Windows 98 CD-ROMS, insert the regular installation one. 3.) Then, click on, "Start", and, "My Computer" 4.) Next, click on, "Local Disk C:/" in the My Computer program (wait until the words where the words, "Local Disck C:/" change to words that have something to do with Windows 98) 5.) Then, your Microsoft Windows XP-installed desktop PC or notebook, will automatically load the Microsoft Windows 98 InstallShield Wizard. 6.) After your Microsoft Windows XP-installed desktop PC or notebook, automatically loads the Microsoft Windows 98 InstallShield Wizard, follow the installation instructions provided on the first installation window on your desktop PC or notebook, screen. 7.) There you go, those are all of the 6 steps that you need to know in order to replace your Microsoft Windows XP desktop PC or notebook, to Microsoft Windows 98.
You cannot. Desktop is a single image which would cause problems if you made it animate. Windows 98 allowed you to disply the desktop as a web page, which allowed animation. Vista ultimate allows you to play an mpeg move on the desktop background. Windows 7 and Vista allows the use of gadgets which can be made to display animated images behind active windows. I believe windows 7 has the option to display background as a webpage too.

That's impossible.
Change the compatibility mode of the program to Windows 98/Me
In theory, yes. However, a PC running Windows 98 is likely to be quite old and will not have the necessary specifications to run Windows 8.1, so you need to check the system requirements for Windows 8.1 and see does the computer meet those requirements.
Try getting KernelEx, but whar are the specs in your computer? laptop or desktop?
