im assuming you have an electric pump.some times you can get to them through a access panel in the trunk.my 88 dont have on, if this is the case with the 89, wich it probably is, you have to disconnect the battery, drop the tank, remove the fuel lines and wiring from pump, then there is a ring you tap to the left using a screwdriver and mallot until it releases. the pump assembly will lift right uot from there. make sure you use air and blow off all the dirt from the top of the tank, esspecialy around the pump assembly before you remove it so you dont get dirt in the tank.
in the tank
35 or 39 PSI

The electric fuel pump is inside the fuel tank
in the gas tank
No. The 1996 Ford Thunderbird does not have a fuel pump access panel. You would need to get the car on a lift and then drop the gas tank. Then you can reach the fuel pump.
