I have found the answer on my own and decided to post it here for future reference. Chevrolet on this model has a "liftetime" fuel filter which is built into the fuel pump located in the gas tank. So in order to change the filter the whole fuel pump must be changed.

It is usually in the carburetor. Take the fuel line off and unscrew the fitting. It should be sitting in the housing with a spring behind it.
It's located under the cowl on the passenger side of the Impala.
