This seems to be a popluar question, or at least something which is mentioned often. Note that my experience is on a "96 If that switch is like mine, and controls the headlights, high/low beams/turn signals/cruise, it's not too bad a job. The part is about $60 at your usual auto parts store. Remove the shroud around the steering column by taking out two Torx screws on the bottom side. The switch has two or three screws holding it in place and has a couple of electrical connectors on the backside. Take out the screws, unplug the elec connectors and take out the switch. Throw away. Replacement is just the opposite, BUT before you actually remove the plugs and the switch, have a good look at where the plugs sit and how the wiring harness is routed. If you don't pay attention to this during re-assembly, you'll have a hell of a time getting the switch to seat properly, and you may encounter a rattle after the installation is complete. FriPilot

It depends on what engine you have. On some you have to remove the housing on the top of the engine which contains the coils etc.
I suspect its because of a defective door jamb switch, which is inside the drivers door on the engine side.
