It is against the law for you to change the odometer reading. Ask the State Police (Highway Patrol) in your area what the procedure is. Be careful, there's something like a $10,000 fine for changing one.

----It is only illegal if the car is less than 10 years old and only if it is done with the intent of misleading someone to the actual mileage of the car. If you are changing the mileage on a replacement instrument panel to accurately show the actual mileage, it is perfectly legal.

As to how to do it? There are some videos on you tube that show how.
