Unfortunately, you can't. It is one of the only things i don't like about the game.
You can't change the rules if you are playing online but you can change the rules on private match and combat training.

In multiplayer you can change your paint but not to give you different rules, like Blood Angels would but you can "play" as imperial fists or ultramarines, etc
On the Multiplayer menu, click playstationnetwork (on ps3) or xbox live (on xbox 360). Than select private match. In this mode, you can invite your friends, and create your own rules. There should be something on the left side bar to change rules.
i don't think you can change the map on multiplayer practice i think it only works on multiplayer online
Unfortunately, you can't change any of the settings in Black Ops multiplayer.
