Changing the tierod ends on a 1995 Honda Accord EX is a complicated process. Looking into the 1995 Honda Accord EX's manuel would be the best way to get instructions on how to change the tierod ends.
If you turn the steering wheel all the way one direction or the other, the tierod ends will be in front of the driveshaft(cv joint). They are fairly easy to change. You don't just adjust it. you need to replace the tierod ends and possibly the king pins.
Could be lower balljoints and or outer tierod ends, tire out of balance, bent wheel, broken motor mount, bad CV or U joint.
bad tires, wheel alignment , bad tierod ends, start with tires may just need balanced...its the cheapest
on my '00 C70, had tie rod ends, upper and lower ball joints and sway bar bushings replaced with no work to R&P
wow that suckkkssss... have your alignment checked. there could be a problem with the tierod ends as well so replace them if they r bad.
physical change
not too bad at all, it just takes a bit of time and you need the right tools, make sure to use jack stands or blocks as well, never work under a car just supported by a jack
