There is a series of screw in studs and you have to remove them all and then bend out the arch liner.
best way is to unclip the wheel arch liner pull it back and change it from there, if you have a facelift model the liner has a access flap to get to the bulbs.
both washer pumps are under wheel arch liner. drivers side front, remove arch liner bolts,push back liner 3 bolts hold washer bottle,you have to take indcator out to access one of the bolts.other 2 under wheel arch.

In the passenger side wheel arch. You have to remove the wheel & liner to get at the valve.
Assuming you mean a front fog light, you have to remove the road wheel and then the wheel arch liner, if it's the offside light you will also have to remove the windscreen washer bottle in order to access the fixing screws. I did one myself today and it took me about two and a half hours, a very fiddly job as indeed most jobs on cars are!
its in the side of the washer bottle located in front of the offside wheel beyond the plastic wheel arch liner, ideally remove o/s/f wheel & liner 1st :-)

If this happens while moving then my first guess would be that your tire is either under-inflated and/or it is rubbing on your wheel arch.
Its located at the bottom of the water bottle. You can again access to it through the opening in the wheel arch on the drivers side.
yer can be lowered might have to flair the rear arch abit to prevent rubbing
