Tire change? Depends on the tires. If its just to change a flat, depends on where you live. 10.00 to 15.00 max. If you mean a complete set of tires, It depends on what kind or brand you want.

Not without wheel well modifiactions. Your best best is a 22 inch rim with a real low pro tire, its a snug fit with an occasional rub, but nothing that will dammage your wheel or tire

a 20 with a decent sized tire anything else youd have to raise it and put a low profile on it which wouldn't last long on a heave deville
on my 1999 deville the pump is under the car just in front of the drivers side front tire easy to replace.
Under the car passenger side in front of seating area and just behind tire.
