There is a tab you pull up on located at the top of the blade. When you pull it up the wiper should be able to slide off the wiper arm pin, replace with a universial blade.
Be sure to get the correct replacement wiper blades first. The 1992 Olds 98 takes 22" wipers on both sides front.
22" drivers side and 17" passenger side. Lookup exact wiper blade part numbers by vehicle make, model and year to ensure correct lengths and correct attachments. Not all wiper blades of any given length fit all wiper arms!!
Turn engine off while wipers are in mid swipe. Then you can access it. Depress clip at center of blade and pull down. It will slide right off. Or...go to your nearest Auto Zone / Advanced Auto, when you buy it they will come out and put it on for free.
remove steering column shroud (housing) the switch is mounted to the column with two snaps, push on them to release the switch from column, unplug electrical connection at the end of wires
Should be able to access under hood at center firewall plastic panel may have to be removed
Go to your local autozone or advance auto and tell them that you need new wipers and theyll put them on for free and you dont have to jack with it.
This is not easy since the cruise cont wires go down through the steering column. I suggest you take it to the garage.
The Royale is a trim level and not an actual Oldsmobile model. See Sources and Related links below to lookup your vehicle by make, model and year. Usually the Royale trim level takes the same wiper blade sizes as the base model. It will be listed separately if not.
Remove the wiper arm from your 1999 Oldsmobile Cutlass wiper motor. Remove the wiper motor wiring harness. Remove the wiper motor retaining bolts. Reverse the process to install the new wiper motor.
Its located right on the side of the windshield washer tank. It slides in and out for replacement.

Assuming that you mean wiper blade (blade and frame) rather than wiper arm (piece from the spindle at the hood to the wiper blade), the 1991 Oldsmobile Eighty Eight has the most common hook-end wiper arms. See sources and related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
