The reasonably cheap morphing potions are the blue moehog, green uni, and orange koi.

I'm sorry, but no. There's no way to change the name after it is created. If you adopted the neopet from the pound, recreate the same neopet if you choose and enter the name you wanted it to be. Though you can still keep the other neopet or abandon it so someone else may adopt it, but that's not nice, is it?? You have a limit for owning Neopets which is 4 neopets on every account you create.
