If you want to change the background on your desktop for Microsoft Windows, first make sure that you are looking at your desktop and do not have any active windows. Minimize any windows you are using by clicking on the _ icon in the upper right corner. Find an empty space on your desktop and right-click. A menu will appear, click on "properties" at the bottom of the menu. A new window will appear, click on the "desktop" tab, second from left at the top of the window. You can choose from any of the preselected wallpapers in the list at the bottom of the window, or click "browse" on the right to choose a photo from your pictures. I believe the application you are talking about is Grab, with the logo as a background of a window with scissors in front. The purpose of the application is take pictures of your screen. For example, if there was a cool picture you saw and couldn't download, you could use Grab and highlight the picture and it would be saved as a picture. This is for Max OS X.
Right-click an empty space on the Desktop screen and choose (change desktop background). On the window that comes up click the desktop tab. You will see a box beside the color of the background around the picture on the screen click the down or up arrow and change it to (Fit To Screen).
