Windows 7 Starter is a small edition of Windows 7. It's not able to change background without third party software.
For now, the only way is to download 3rd party software in order to change the backround. Type in starter wallpaper changer mediafire on google and download.

Probably because you have Windows 7 Starter. W7S doesn't allow you to change backrounds (or, as you call it, wallpaper) because it's stupid. Trust me, I have the computer, and it's very dumb. If you really have to change the backround, buy a different computer with a different carrier (Mac, Apple, etc.)
Yes you can. Just get your Microsoft windows 7 genuine disc and using the upgrade option, you can upgrade from starter pack to genuine windows
