If your chatting with another iPad, IPod or iPhone user that has a camera on that device you can use FaceTime for this. Other apps to use are Skype and Tango if you want to chat with someone that is using a webcam on their computer, typically a Windows PC. I'm not familiar with Mac's or MacBooks so I am not sure how those work.
It depends on the brand of webcam, whether it is built in or not, and if you are using Mac, Windows, Linux, etc.
