With an ohm-meter. Check for continuity in the RUN and START windings, and also from the terminals to compressor case for shorting. There should be continuity in the windings and no continuity from windings to compressor case.

Is it a central unit? check and see if the fan and compressor are running in the outdoor unit. The system may be low on freon or the compressor may not be running. It is best to call a qualified HVAC technician.

You cannot return the compressor unless it is the reason your system is not working. No need to reuse the compressor as you will have a brand new unit anyway.

There isn't a need to check the oil in the compressor. Oil is suspended in the refrigerant to keep the internal parts of the unit lubricated. If you're seeing oil on the lines or coil of the unit, you may have a leak. Be sure to get it checked before it does serious damage to the unit.
Why would the central ac blow cold air for about 30 minutes then start blowing hot air but the unit isn't frozen and is full of refrigerant?
It could be that the unit is overcharged and the compressor is shutting down on overload. Check to see if the compressor is running when the hot air starts blowing.
