Never seen a clogged fuel line unless it was kinked or crushed. Do a visual inspection for damage then replace the fuel filter and do a fuel pressure test.
Fuel lines can get clogged if foreign objects (rags etc.) have been dropped into the fuel tank.
Disconnect both ends and blow through.
It is not sufficient to diconnect the engine side and see if the fuel runs out. Most modern cars with fuel injection have a tank pump, which would stop the natural flow under gravity.
Check the fuel pump fuse and relay. Check to see if the fuel pump has failed. Check the fuel filter to see if it is clogged. Check the fuel lines for leakage, especially rubber flexible lines. Check the fuel line for blockage or crimps.
check the fuel filter. also, does the engine have a carburetor, or is it fuel injected? carburetors can get clogged, and then they can't deliver enough fuel to the engine. fuel lines can get clogged too. More information is needed before this can really qualify as a question though.

Partially clogged fuel filter will ruin a good pump in short order. Also check all the fuel lines to make sure one is not bent or crimped closed.
it is either your fuel lines arnt hooked up to the carbarator right or your fuel lines a clogged and it is starving for gas

Check fuel delivery. fuel pump may be operating below threshold or fuel filter may be clogged.
Bad fuel lines, clogged fuel injectors, or it may be getting the fuel but not igniting it, which is a different set of causes, and I'm certain that I forgot a few... Can you hear your electric fuel pump running? If not check to see if you are getting fire to it.

Yes it can if it is clogged or has an obstruction it will most certainly prevent fuel from entering the engine. Check that you have fuel before the filter (incoming) and then check the output of fuel from the filter.
Fuel filter could be clogged, fuel pump may be failing. I would also check for leaks.
