Get a helper and have them turn on the ignition without actually starting the engine. While they do this, you listen at the fuel filler door with the door open fuel cap off. You will hear the pump run for a few seconds and then shut down. If you hear nothing check the fuel pump fuse. If the fuse is good replace the fuel pump relay. If you still hear nothing the pump is defective and needs replacing. If you do hear it run it may still be defective and may not be actually pumping any fuel or the fuel filter may be clogged, so replace the filter before procedding. A fuel pressure test with fuel pressure gauge will verify condition of fuel pump that is running.

Do a fuel pressure check-no fuel pressure means defective fuel pump-
check for voltage back where the hot wire connects to the fuel pump. also check groundwire off fuel pump. check fuel pump fuse / check fuel pump relay.
Check to make sure that the pump is getting power to the Neon fuel pump. Check the pump relay, and the pump fuses.
check the fuse to see if it is blown or replace the fuel pump relay under hood
Disconnect fuel line from pump and start car...if it spits gas out, its working,if no fuel spits out, chances are fuel pump is not pumping fuel.

Not sure what is wrong with your car but if your fuel pump is not working check your fuse for your fuel pump. check your fuel pump relay on your firewall. low or no fuel presser change your filter.

One way you can check to see if the fuel pump is working is to disconnect the fuel line heading into the injector or the carburetor. Be sure there is nothing that can ignite a flame anywhere near you or the vehicle when doing this, and be sure to be outside in a well ventilated area. Have a friend turn the car over for a snap second. If fuel comes out of the line, the pump is working. If not, the pump needs to be replaced. Be sure to check the entire fuel system out first as you may have a clogged line or clogged fuel filter and the fuel pump is working.
