first you complete the elite four in Pokemon emerald. when you are teleported home the tv in the first floor of your house will be flashing. press 'A' while facing your tv and it will say something like, 'a bzzt colored Pokemon is flying over heonn!'. your mom will ask what color is is/was, select blue and latios will randomly fly around heonn in grass/water at level 40. select red and latias will randomly fly around heonn in grass/water at level 40.
