Are we talking about the insert? If it is ceramic, then soaking with a mild solution of bleach will "lift" the scorch marks. Put 1/4th cup of bleach into the crock and fill with warm water. Let this solution soak overnight and empty the next morning. Wash with detergent and the marks should disappear.
If this doesn't lift the scorch, use a light duty scratch pad, the nylon type. Gently rub the scorch and it should just lift right off. Repeat this process if necessary..but I don't think it will be. An alternate to the scratch pad is to use a paper towel and salt.
Now to get rid of the bleach taste and smell. Boil some rice in the pot and discard the rice. Your crock pot should be like new.
