There are multiple ways on how you can clean scratched cd's. There are waxing techniques, polishing techniques, light bulb technique and so on.
Polishing Technique: Using this technique, you can start by putting some polish on a cloth and wipe it on a disc. Dab in a circular manner and repeat it a dozen times. Try focusing to rub on the scratches. Wash the disc once done. Let it dry for some time and then check the disc.
