Lemon oil is a great treatment for fretboards. I apply after every use, but once a month or so will suffice.

As for cleaning, whenever i change strings i like to give the fretboard a scrub with a soft toothbrush. It doesnt usually get dirty enough to require any clenser. But if it did, a mild furniture polish should do the job.
