You can clean them by wiping them off with a vinegar-soaked cloth. It's not worth taking the time to soften them--they're cheap enough you can afford to just pull them off, throw them away and get new ones.
You can soften them by applying petroleum jelly after you have cleaned them. Don't wipe off the petroleum jelly. Let it them air dry for about 10 minutes. Clean them first by using a soft cloth wet with vinegar & them wipe them a with a water dampened cloth. Wipe dry & then apply the petroleum jelly.
