You would need to use a solvent, but the type of solvent depends on the type of ink that is still on the pen. A safe, first step, would be to try water with a small amount of soap and let it soak over-night. The next would be alcohol, and then paint thinner (from least destructive to most destructive).
If you have access to an ultrasonic cleaner, that would speed the cleaning process.
