If it's leather it's probably not only dirty but stiff and cracking also. Submerge it in a bucket of warm water for 5 to 10 minutes. Dry it off and then clean it with a good saddle soap product. An old toothbrush is great for the extra dirty areas and in small places around buckles and leather tooling. Toothpicks can also be used for little seams that are easily filled with dandruff and sweat from the horse. Once the tack is clean apply a good quality leather conditioner or oil. If the leather is really dry you may have to condition it several times. If you oil the tack, you will have to wait for it to absorb. If the tack is really old and in poor condition, this will not take much time at all. Repeat again, preferably.
If the tack is nylon such as halters and leadropes put them inside an old pillowcase (tie off the top) and throw them in the washing machine on cold water/delicate setting with a small amount of laundry soap. Remember a little goes a long way. Once the washing is done remove it from the pillowcase and hang it some place where it can dry. If washing nylon bridles, remember to remove the bit first. Clean bits and spurs separately with a mild soap or silver cleaner and a soft cloth.
