Most likely the cause is from a combination of ordinary dirt and grease. This combination is not cleaned well with plain soap and water.
I use a de-greaser solution to remove this type of grime. Regional brands vary, but the product 409 and Mean Green are available in the Eastern United States.
Remember to clean from the bottom up! The reason is that the accumulation is usually lighter on the bottom and the drips from the top will be easier to clean off from the bottom using this method. Doing it the other way will leave drip marks on the surface of your wall.
