Repair and spackle any holes in the wall. Remove switch plates and mask the outlets or switches. Cover the floors. Clean the walls if they have a build-up of grease, dirt, etc. using TSP or other cleaner that does not need to be rinsed. If there is smoke damage or any other type of staining or odor, apply a coat of Kilz and let it dry, then apply the paint. The Kilz also prevents color bleed-through if the previous paint is darker than the new paint color.
First of all, I believe the best thing to do is to find out why the wall is so damp and eliminate the source of moisture.
I am assuming this is below grade basement wall, because those tend to be damp?
If it is, you will need to eliminate the source and cause of dampness before you do anything to it. Things like extending the downspouts and sloping the terrain as to divert any rain water away from the foundation wall will improve things a lot.
I'd not recommend you to paint any damp wall because paints and sealants are not able to withstand hydrostatic pressure, and tend to peel off. If it is a latex based paint, and you apply over a damp wall, you might be bringing in even more problems.
Latex is an organic compound... combine it with moisture and you will be creating the ideal environment for mold growth. Mold feeds on organic matter and thrives in humid surfaces.

Wipe down with a rag to get all the spackle and dirt off the wall ( the paint will stick better). If you are painting over another color besides white I would recommend a primer. Now I would use a primer; if you are painting over any bright color's you should be using a tintable primer. Apply that as you would the same as paint. You should only need one coat of primer unless it's a bright color.
You make sure it's as smooth as possible, then apply a good primer.
I wash them with a sponge mop and a bucket of TSP solution.

The best base coat for painting walls is a simple primer, usually white that will cover the wall in a simple finish. A further coat may be needed afterwards.

It should be safe to wash the bedroom walls shortly after painting with low VOC. Toxins are not released from dried paint on walls.
Washing your walls too quickly after painting them does not release toxins form the paint.

A wet wash is where you take a paintbrush and you dip it in water without paint and go over the paper or canvas or whatever you're painting just to wet the medium on which you are painting on.
The disadvantage of painting your walls white when you have children in the home is that children are likely to make messes on the walls. They will eat things and wipe their fingers on the walls, draw on the them and more. These things will be more noticeable with solid white walls than with a darker color.
