He told me there was a small balloon at the end and usually they cut of off with a pair of dykes and then clear it. The best way to get to it is from under the car but it can be accessed from the top from the passenger side. Mine didn't have the balloon at the end but it was full of crud. After I cleaned it out it probably drained a pint of water.
