If it is a real emergency like you've found a grief or something that is against the server rules, some servers have a command to get a moderator or admin's help. Otherwise, you can create an account on the server's forums and speak with a moderator there, or post a thread about a problem, or maybe just talk to the moderator right on the server, if they're available.

No. You can type chat by pressing "T" and typing what you want to say. So far there's no way to verbally communicate in Minecraft. My friends and I use Skype while playing Minecraft together.
To chat in Minecraft all you need to do is press "t" on your keyboard and type in what you want to say. Minecraft does not support voice chat, but you can still communicate with others using Teamspeak, Mumble, or Skype. Hope this helped!
