I would suggest speaking to the parents having spoken to a child therapist or counselor trained in psychology. Most of the times, children learn to be thieves, rather than being born as such. Ergo, we need to find out how they learned how to be thieves, the child's motivation for thievery and then confront both parents and child. I would strongly suggest doing it with a child psychologist present as he or she is well trained in child psychology and will know exactly what to do.
