on my suburban (2002) the drl's are activated and deactivated by pressing the "dome override" button in and out twice. with the key in the run position you should hear a chime after the button has been depressed at the 4th time.

My 1999 Suburban 1500 LT has the DRL Module in a gray plastic case with a flip lid access to the PCB inside located under the dash to the left of the steering column. Open the lid to the plastic case, grab the PCB edge with pliers and wiggle free. I still haven't located the DRL diode though... Anyone?

Look in the fuse box and find the DRL fuse and pull it out.

It is under the dash. I believe I remember it to be the two plug module above the parking brake.
There is a large heat sink about the size of a pack of cigarettes behind the dask on the right side of the steering wheel. Remove this and you DRL problem will be gone. DRL's can't be disables by pulling any fuses.

The last three are located under the left side of the instrument panel. They will all need to be checked. You may also have a short or open in the DRL circuit. since the high beams are working and they are the same bulbs as the DRL's.
Just remove the DRL fuse in the fuse box, If your wanting to turn lights off while driving.
The ground ciruit for the headlights is by way of the headlight switch , the lights always have power
