You can't. PSN stands for PlayStation Network. You can't connect a DS to PSN.
You can connect to the PSN from the PSP's menu bar. Once you connect to the PSN, if Fifa 11 is available, you can purchase and download it there.
To access the Japanese PSN, you need to register an account on PC, on the Japanese PSN site, and connect to the PSN on the PSP with that account.
