You can call/email the official Blizzard email/website to ban/freeze your account. Or you can cancel your WoW subscription. Another way to freeze an account is to just stop paying for it. When your current time runs out, everything will remain as you left it. To start playing again, just start paying.

In order to get a WoW account, you either need to sign up for the free account (major restrictions are on this type of account) or buy the game and start paying the montly fee.
Not a membership per se, but you do need an active subscription to play the game on official servers. You will have a battle.net account, with your WoW account keyed to it. As long as your subscription time lasts, you can play the game. Once you stop paying, you can no longer play but your account remains (just inactive). At any time, you can start paying subscription again to reactivate your account. Officially, characters are kept for a year after you stop payment, but in reality they are kept much longer than this.
