You cannot get on a aeroplane in vice city but if you are asking about Skimmer, follow this instructions:

When you start it, speed it up and when it take off, press the numpad 6 key to tilt the plane upwards (for default key it is 6) then press 9 key to tilt it down. Now do like this pressing the 9 and 6 key. Also when you take a U turn, press 6 key, up and left or right (any direction you want to go). You can get the skimmer back of the film studios on prawn island. Buy the Interglobal films Inc and completing the recruitment drive mission, there will be another mission name Dildo Dodo. At that time you get the plane and get on it, take off and go through blue checkpoints and then red ones.
