You can't convert "anything" to .bin and .cue files because BIN/CUE file are a very particular format. They are the images of DVD discs, so that a DVD writer can burn them onto a new blank disc.
you can download zip files of karaoke discs, then you must have a compatible burner to burn cd_g files and you also have to convert the files to .bin files
FOR PC: First, you have to download a ps1 emulator, next you extract to desktop, make a folder, and move all the files into the folder you created. Then, you have to download the bios and images for the games. After that, you download the "Metal Slug X" iso. Downloading the iso will allow you to run and play the game. Lastly, you extract the game and put those files in the same folder. In order to play the game, you must run the emulator you first downloaded. Then you click "File", then "Run Iso" then click "Metal Slug X. bin". Now you can play the game but for the best gameplay, buy a PC "Dual Shock 1" or "Dual Shock 2" game controller.

Bin/Cue files are "image" files that a CD Burning software uses to create a CD
Deleted files are stored in the Recycle Bin until the user empties the bin, or until the file is restored. Large files may have to bypass the bin as they are too large for storage. Search Google with: "deleted files stored in the Recycle Bin" and have a look through the websites on the subject.
If you're wanting to download games specificly look for image files (iso, daa, bin, ccd, etc.) These are "image" files. As the term implies, they contain all the information contained on a CD/DVD disc. More importantly, they instruct the burning ROM whrere the data needs to be written to the disc to accurately imitate the original media. This is important when trying to make a working copy of PC game. Choose image files when you can. ISO files are disc images taken dirtectly from CDs or DVDs
Right-click on the Recycle Bin on the Desktop.Click Properties.Select the box that says "Do not move files to the Recycle Bin. Remove files immediately when deleted" or "Do not move items to recycling bin once deleted."Click Ok.
