The best I could figure out; and have practiced, is that both Pantone and DIC can be broken down or converted to CMYK color mode inside Adobe Illustrator.
The next step is to match the closest combinations of CMYK between the two DIC and Pantone values. Make a reasonable list of closest matching colors by comparing the CMYK values of both.
Through the process of elimination cross out colors that deviate too much outside the CMYK values of the color you want to convert. You should have a closest match over all taking around 20 minutes.
That's the best way I've used with failing at finding a conversion tool online.
