FL (Fruity Loops) Studio is unfortunately not free software, but there is a free demo which does everything the full version does except for saving. The demo is just as good if you can't afford the software.
Just like any FLP file, you can open and edit any part of it, demo or otherwise, although you can not save in the demo version. Having said that, if you have the full version of FL Studio, the file can be saved, though you can not claim it as your own work if you wish to sell or broadcast the track without the original composer's permission.
You can go to the ImageLine page and get a Demo, then if you like it, buy it.
Legally, you just have to purchase the application and you will be send a registry entry to make your installed demo version fully functioning. You may still have to purchase licenses for the individual plugins that came packaged with the FL demo, which sucks because they basically give you almost everything that comes in the full package.
The demo version of any FL is save disabled, but you may still be able to downmix any unsaved projects to WAV, OGG or MP3, depending on the version you are using. Doing so will not make the audio files editable again in FL the way it was made, just as you can never unbake a cake and separate the ingredients to make it again another day.
You cannot convert a mp3 file into a flp file. But maybe in your fruityloops project, you can import a mp3. If not, convert the mp3 into a .wav file. I haven't used Floops in years, I use Cubase now. Try inporting the audio file. Let me know if that helped.

The demo version is surprisingly effective, and the only legal way to obtain FL Studio for free. The only major limitation is the inability to access your previously created projects. This can be avoided by keeping your project open until it is finished; and you can still export your projects an unlimited number of times to mp3 and wav files. As it is Answers.com's policy not to promote illegal activity like pirating software, this will be the best answer you'll find here until FL Studio's publishers (Image Line) approve another way to obtain free licenses.
According to Image-Line, a copy of FL Studio 12 (current version at the time of this answer) costs $99 for the basic version, $199 for the Producer version, $299 for the Signature bundle, and $899 for the ultimate bundle. However, if you wish to test it out, the demo version is free-of-charge.
One if youe have a paid for version you can go to www.image-line.com and follow the instructions to register your copy. If you have a non free version - you will have to look for a cracked version - google search keyword : download flstudio free or download cracked fl studio - you may need to have a torrent program to do so .. now you need a keygen - serial key generator - this will give you the code to register your copy - keep in mind this is illeagal and FL will sue you if you gert caught - good luck
If that is in dollars or pounds, then it could only be the FL Studio XXL Producer's Edition. This version comes with all FL specific plugins and many sample packs.
