After non-chlorine shock there is not any waiting time for swimming. Though it is still best to add it in at night, you could add anytime and swim right away.
Can use of powder pool shock damage pool liners?
It's best to pour the bag of shock into an empty gallon jug, say from algecide or water and then fill it with water till it dissolves then pour in thru skimmer. If the powder just sits on the pool liner bottom, it will eat at the vinyl.

SHOCK!! Its a powder you can buy at a pool store or chemical store.. its chlorine in powder form, you just dump it in your pool stir it up a bit, wait a day or two, and the pool should be clean.

Don'Bother with the liquid algae control it will just stain your pool, Use an apropriate amount of liquid chlorine, this will kill the algae at the same time shock your water.

I utilize liquid shock and poor it near the return...this way is disburses and spreads out into the pool. The power shock can sometimes sink to the bottom and sit there for a while...not the best for the liner.

Backwash first then shock. If you shock and then backwash you will be throwing away the shock you just put.

It,s easy. Just Shock your pool with a chlorine shock and then make sure the chlorine level is where you need it to be. It, more involved if you go from Chlorine to Bacqucil. but why would you want to Bacqucil is so much nicer and easier.
