Well I would suggest you ask your parent to take you to the local R.S.P.C.A. and have a look at the cats there, some of the S.P.C.A's have a program called "home for the holidays" where cats with no families of there own can be taken home with families for the holidays and possibly be adopted from the results of the stay at your home.
I have two one year old cats and they were both rescues from the R.S.P.C.A. here and they are members of our family. They will be spending there first Christmas with us in our home.
Getting rodents can be rather hard to convince parents. But, not possible! I did some research and found this YouTube video for you. This may have everything you need to convince them!

things first. Get loads of cute rat pics from Google images. Decorate your room rat style. Every time your parents say something, relate it to a rat comment.
Example: if they say 'Do you want popcorn in your lunch?' then say something like:'Ok,
hey rats can eat popcorn too!' or if they say 'What colour shirt should I wear today?green
or white?', you say'Hey
great idea, I should get a white rat!'
Also bombard them with facts about rats!
well first you have to get together and talk about it if they still say no then. you will have to clean the whole house then make dinner and wash the clothes and in the morning make them tea or coffee. then have another talk about geting a cat and if all that does not work well then i do not know.
Let your parents know:
If you don't have an allowance, then do odd jobs and extra chores. If you are a teen, there are many more options, for example; a job, it could help you seem more responsible and dedicated to your parents OR even you can buy your own pet.

I would show them some YouTube videos of rats. There are very educational videos that can be used to show what pet rats are like.
Tell them all the reasons why you want one
Make reasons for getting a rat and reasons against getting a rat, and he`ll understand. P.S Make sure there is more reasons for!
Definitely a pet rat. My son is 18 and has purchased himself a rat. He raised them when he was younger and had always enjoyed it. The only disadvantage to rats is they live only 3 years and get unsightly tumors as they get old. But, they are great pets!!!
