you walk your horse a couple laps and bend down and feel under the horses chest if u cnt reach have someone else do it but the horse should feel hot and sweety if the horse does keep walking him
Put a cooling sheet on him and walk him until he is cool. (to avoid cramps) You can also hose him down (if it's warm out).
You can walk the horse, if it is hot outside you can take it for a swim or spray with water.

muscle's are more apt to stiffen if the horse is allowed to stand, and moving muscle's dissipate heat better than stationary ones.
After hard work or a ride, you should cool out your horse. Just simply lead the horse around the arena in a walk without any tack on, just a halter, until his heart beat slows down and his sweat dries off. Let him drink also.

Usually the horse should be lounged before riding. For a horse that gets a little 'bucky' when you first start to ride this is a safe solution. Unless you use lounging as a cool-down I don't see the benefit of exercising a tired horse.
