To copy a file to another file name in the same directory:
cp filename1 filename2
To copy the file to another directory bu keep the name:
cp filename /path/to/directory/
To get help on a DOS command put the /? switch after the command
copy /?
Copies one or more files to another location.
COPY [/D] [/V] [/N] [/Y | /-Y] [/Z] [/A | /B ] source [/A | /B]
[+ source [/A | /B] [+ ...]] [destination [/A | /B]]
source Specifies the file or files to be copied.
/A Indicates an ASCII text file.
/B Indicates a binary file.
/D Allow the destination file to be created decrypted
destination Specifies the directory and/or filename for the new file(s).
/V Verifies that new files are written correctly.
/N Uses short filename, if available, when copying a file with a
non-8dot3 name.
/Y Suppresses prompting to confirm you want to overwrite an
existing destination file.
/-Y Causes prompting to confirm you want to overwrite an
existing destination file.
/Z Copies networked files in restartable mode.
The switch /Y may be preset in the COPYCMD environment variable.
This may be overridden with /-Y on the command line. Default is
to prompt on overwrites unless COPY command is being executed from
within a batch script.
To append files, specify a single file for destination, but multiple files
for source (using wildcards or file1+file2+file3 format).
To copy a file in the current (local) directory to a new file in the same directory use :
copy file1.ext file2.ext
NOTE : You must make sure to use the correct three character extension after the file name. In this case just make sure it doesn't change.
To copy a file in the local directory to a different directory you need to provide the entire path as shown :
copy file1.ext C:\NEW_DIR\file1.ext
To copy a file called file1.ext in C:\DIR_A to C:\DIR_B use :
copy C:\DIR_A\file1.ext C:\DIR_B\file1.ext
NOTE : copy will NOT create folders/directories for you automatically so you must have the desired folder/directory structure in place before you copy files to that structure. For help on creating folder/directory structures refer to the make directory md command help by typing md /? at the command prompt.

most of the OS files are in use. so it's not possible to copy OS files while it is running. but instead you can use an application called norton ghost to copy the whole partition into an image on your HDD, and then copy the required file. another way is to turn off the PC, take the hdd and connect it to another PC as a second HDD (don't boot up from this HDD). after that you can copy all the OS files you need.
