A creative way to create this model would be to use different types of candy to represent protons, neutrons, and electrons. In order to suspend the electron cloud and show that it is not actually attached to the nucleus, you could use rings made from pipe cleaners to attach the electron candies to. Use invisible fishing line to suspend the nucleus in the center of the electron cloud.

The most common isotope of aluminium has 13 protons and 14 neutrons, so you should probably start by getting 17 small styrofoam balls (the smaller the better, actually) and painting 13 of them one color and 14 a second color. Glue them together to form an approximately spherical blob. Mount your "nucleus" on a dowel rod with a base.
Now you need to put in the electrons, which is a little problematic, because electrons are not simply particles but have significant wave properties.
A reasonably cool way of doing this, if you could swing it, would be to get some more very small styrofoam balls, enclose them and the nucleus in a clear plastic sphere, and hook a vacuum cleaner set in reverse to the bottom so that it's constantly blowing air into the sphere and making the "electrons" swirl around inside.
