A good way to start would be to start a blog. There are lots of places that will let you start a blog and not charge you anything. Then you can start publishing whatever you would like to say about Pokemon, as long as you aren't stealing it from other sites.

If you don't want to go to the trouble of writing all of your own content, you could also start contributing to other sites that have lots of Pokemon information, like Bulbapedia or the Pokemon Wiki, or even answering people's questions here.
