All you have to do is go on to edit town and then click on a house that is empty and there will be a picture of building stuff. Click on it and you will go straight in to the house and you can build. Or if you want to build on a house with a family then just go to the select a family mode and click a house with a family and click on the tick. Then when you are on go off play mode and on to build mode that shows building stuff.
