When speaking about iPod Touches, 'passcode' and 'password' are two synonyms for the same meaning. 'Passcode' is used more often, though.
You cannot break the iPod passcode. If it is your iPod, you can only break through the passcode by restoring the device through iTunes. If it isn't your iPod and you are trying to break into it, please note that it is illegal to do so and provide information to commit illegal acts.

The important thing to remember is to Set-up as a new iPod and not restore from back up. The latter will result in the restriction code still being there.
