Facebook has recently changed their policy to allow the creation of custom tabs only for Official Facebook Pages not personal profiles, community or group pages. The creation of a custom tab from scratch requires creating an application, hosting your files (images and php/html files) somewhere and a decent knowledge of HTML and FBML the Facebook markup language.
Alternatively there are services available that simplify the process either drastically like SplashTab.com or Fanpageengine.com. These sites are essentially content management for Facebook Page Tabs, they host all the files and automate much of the process.
Consider using pre-made facebook apps for building custom tabs on your fan page. For example, look at iFrame Tab Plus at https://www.facebook.com/apps/application.php?id=237843952930789 developed by hostFB. You can build a tab with custom content using HTML or regular text formatting, choose over 8 color schemes, control fan and non-fan area content and load custom banner.
There are many other apps out there: free and premium, less and more user-friendly.

To get started, all you have to do is create an account on their website. Then you will be able to either create a brand new Fan page or create a custom tab for an existing page.
First you open up flair and click on the create flair button (it is the last tab). Once you do that you must upload a picture of your choice ,and it will guide you through the rest of the process once you have open up the tab that says create flair!

When you are logged on Facebook, click the 'Profile' tab on the top right hand corner. Under your profile picture, there should be a 'Pictures' link. Click on it, then it should bring you to the page of your pictures. There should be a 'create an ablum' option. When you create a ablum, you can upload the pictures prior to the ablums.
