Hey, you can create a counter-strike server by loading up your game and pressing "Create Server", but only you and bots can play in this one. If you want to own a server, so that other people can play on it, you could buy/rent it online. There are many server companies, but I recently just bought one from proclan-servers.com They are the best quality and cheapest company out there right now.
