You can't mod world of warcraft and by mod im guessing you mean making new content you can create a private server and mod that by then there would be no players except for you + you'd have to be really good at programming. Load warcraft 3 up, From the main menue, you should see an icon that says [Battle.Net] Click that Icon, then there should be an option Create account, in the bottom left of the screen. (this asumes it let you connect, otherwise you might need: Internet, A valid CD-key, or The latest patch)
